擴大交流 共創前景

  自2013年元月就任本會理事長以來,倏忽近三年,得之於各理、監事及會員的鼎力協助與支持,會務蒸蒸日上,深化中印尼經貿文化的雙邊交流,在歲暮時節,心中充滿感恩,謹致由衷的謝意與敬意。
  回顧過去一年,全球經濟景氣趨緩,外需疲弱,臺灣與印尼也無法免於此波頹勢的影響。臺灣出口下滑,內需不振;印尼經濟維持正成長,但力道減弱。有鑒於此,臺印尼雙方亟思重振經濟良方,攜手共創美好前景。
  印尼擁有豐富天然資源、2.5億人口,年輕勞動力充沛,是各方搶進的市場。既有廣大內需市場為後盾,更有出口競爭優勢為前鋒,為臺商海外投資、拓銷商機的最佳選擇。印尼總統佐科威帶領的新政府,力行政經改革,大興基礎建設,對外資尤其重視,除了於今(2015)年初推出一站式投資審批服務、簡化官僚流程外,部長級官員更頻頻來臺訪問,宣介印尼投資環境與商機,竭誠歡迎臺商投資。
  誠如接受年刊專訪的經濟部政務次長卓士昭所言,隨著近年臺印尼貿易與投資交流的進展,印尼為臺灣第12大貿易夥伴,臺灣則為印尼第10大貿易夥伴;依據印尼投資部(B K P M)統計,今年上半年臺灣在印尼實際投資金額達7,980萬美元,較去年同期增加6.6%。對於印尼經濟前景,卓次長與接受本刊專訪的國泰金控資深副總經理李偉正均持正面看法,咸認為短期印尼經濟處於韜光養晦狀態,長期仍呈持續成長趨勢,而臺印尼間的雙邊交流,將創造互補互利的雙贏局面。
  為求東西部的均衡發展,印尼的經建重心逐漸從西向東轉移,居印尼群島中央、極具戰略地位的東爪哇省,成為開發亮點。今年10月初,該省經貿投資高層官員來臺辦理投資說明會,本刊有相關報導。此外,本刊亦就臺印尼雙邊的最新動態,作深入剖析,資訊詳實,值得有意赴印尼投資與拓銷市場者參採。
  特別的是,今年首次辦理中印尼聯誼晚會,於11月26日晚間假台北國際會議中心舉行,協會會員、理監事,經濟、外交、教育部及僑委會長官,印尼駐臺代表、印尼僑生及旅臺人士、僑民,以及產官學界代表熱烈參與,場面溫馨,誠又一次成果豐碩的交流。而年刊也如期發行,精益求精,廣獲迴響。在此,一併感謝秘書處與編務人員的努力付出與辛勞。也向大家拜個早年,祝福~猴來居上,事業得意!


Message from the Chairman
  It is now almost three years since I took office as Chairman of the Sino-Indonesia Cultural and Economic Association in January 2013. During this time, the Association has consistently keptup the good work in strengthening economic and cultural exchange between Taiwan and Indonesia. Thank you all for your unceasing support.
  Both Taiwan and Indonesia have borne the brunt of sluggishness in the global economy this year. Taiwan’s exports have declined and domestic consumption has turned anemic, while Indonesia’s pace of growth has slowed. In this unfavorable overall environment, both countries are making use of all possible ways to reinvigorate their economies. Indonesia, with a population of 250 million people, bountiful natural resources, strategic location and an abundant and youthful labor force - a country that is an archipelago of 13,000 islands - can fulfill a role for Taiwan’s companies both as a potential market and as a base for exporting to other parts of the world.
  Indonesia’s new government under its grass-roots leader Joko Widodo, who was inaugurated as the country’s seventh president last year, has launched ambitious national infrastructure projects and opened its arms to foreign direct investment. Moreover, a one-stop service to streamline the licensing procedure and cut red tape was instigated early this year. Most importantly, the unprecedented frequency of
visits by Indonesian government ministers to introduce the country’s investment environment to businesses here this year has
displayed their welcoming attitude towards investment from Taiwan.
  According to data quoted by Shih-Chao Cho – Taiwan’s Deputy Minister of Economic Affairs, who was interviewed for this annual issue - the pace of bilateral trade and investment between Taiwan and Indonesia has been accelerating: Indonesia is now Taiwan’s 12th largest trade partner while Taiwan is Indonesia’s 10th biggest. According to statistics compiled by Indonesia’s BKPM, Taiwan’s actualized investment
in Indonesia this year to date has been US$79.8 million, up 6.6% from the same period last year. Both Deputy Minister Cho and
Alan Lee, Senior Executive Vice President of Cathay Financial Holdings - another prestigious businessperson interviewed for this issue - are confident of a prosperous outlook for Indonesia, saying that although the country’s economy has weakened it remains on a growth trend and the deepening bilateral interaction will definitely contribute to the longerterm success of both countries.
  Indonesia’s development focus has been shifted to the east, in order to even out the disparity between its eastern and western regions, and East Java Province - strategically positioned in the middle of the country – has come under the spotlight of both domestic and international attention. We were glad to see a seminar held here in early October in the course of which senior officials of the provincial administration introduced its investment incentives to local businesses. In addition to the story covering that seminar, this issue includes
other insightful articles about the latest advances in relations between Taiwan and Indonesia.
  Lastbut not least, a wonderfulgalaevent entitled “The 2015 Sino- Indonesia Friendship Night” was heldon
November 26th. Distinguished government, diplomatic and trade representatives, businesspeople and students from both Taiwan and Indonesia celebrated in jubilant fashion, and with a memorable feast, to mark a new era in the two countries’ friendship.
  As this year draws to a close, I would like to express to the secretariat and editorial staff my heartfelt gratitude for the successful publication of this issue, which without doubt represents a big step forward notwithstanding the acclaim heaped on the previous ones.
